  1. The tests for these posts will be conducted at Quetta.
  2. All the candidates applying for above-mentioned posts shall be entitled to an upper age relaxation as pre Federal Government Rules. Age and experience will be counted upto closing date fixed for receipt of applications i.e. October 22, 2011.
  3. The requisite experience mentioned against each post must be in relevant field and pot qualified. Experience gained before passing the requisite qualification will not be countable.
  4. Degree/Certificates issued only by HEC recognized university/institute would be acceptable.
  5. The competent authority reserves the right to cancel recruitment process or increase/decrease number of advertised posts at any stage without assigning any reason.
  6. Selected candidates will be posted any where in Pakistan on requirement basis.
  7. The candidates are required to mention the post applying for on the right top corner of the envelop. In case of applying for more than one post, separate form/envelope should be sued.
  8. All necessary information and prescribed application proforma may be viewed/downloaded from NHA website http://www.nha.gov.pk.
  9. Applications form filled/written vaguely shall not be entertained. Incomplete applications (not on prescribed proforma or any column left blank or any requisite document/certificate not attached with the application form) and those received after due date shall not be entertained.

Director Human Resource Development
  • Design, development and implementation of corporate training programs in the areas of leadership development and general employee development
  • Establish performance objectives, learning outcomes, and assessment tools, utilizing established instructional theories and design principles.
  • Develop blended, classroom based instruction and E-Learning programs.
  • Identify training needs and conduct necessary analysis to measure training impact on all levels.
  • Serve as a partner and active participate in the centralized learning function – provide support to further the corporate learning/development agenda.
  • Consistent and continued development and facilitation of existing curriculum.
Skills and specific knowledge requirements
  • Demonstrated ability to operationalize training best practices.
  • Ability to monitor trends and conduct trainings cost-benefit analyses.
  • Proven consultation, negotiation and influencing skills in a business environment
  • Demonstrated expertise in building effective relationships at all organizational levels.
  • Proven assessment skills in order to determine the critical organizational capabilities that the University needs in order to execute its future growth plans.
  • Excellent written and verbal communication, presentation and professional speaking skills.
  • Skilled in analysis and assessment, including specific experience in assessing curricula, program effectiveness with strong financial comprehension.
  • Proficiency in MS Office.
Required Minimum Qualification and Experience
  • First class Master’s degree in Business Administration (MS/ PhD preferred) or equivalent from HEC accredited institute / university.
  • Experience in instructional Design, Training and Development, Business, or Human Resources,
  • Minimum of 10 years of training content development and delivery experience for classroom, e-learning and blended training programs.
  • Strong proficiency with Learning Management Systems (LMS) and E-Learning applications and design principles are preferred.
  • Ability to Partner / influence key stakeholders in both field and corporate settings.
  • Advanced written and oral communication skills are a must for the successful candidate, as is the ability to tailor delivery and the flexibility to adjust to challenge in a classroom setting.

Applications are invited for filling the following vacant posts in the project titled “Establishment of Office of Inspector General Development Projects Balochistan: Phase - II” of Projects Wing, Planning Commission Islamabad. The posts are to be filled on contract basis and carry fixed salary package. The period of contract would be initially for two years, extendable till completion of the project on yearly basis on evaluation of their performance. The office of IGDP is located at Quetta. The job requirement of the posts involve extensive traveling in the province of Balochistan for regular monitoring/inspection of Federally Funded PSDP Projects.
