Job Description
Background
The UN system in Pakistan has developed a second generation One Programme (OP II) for a period of five years (2013-2017) in collaboration with federal, provincial and regional governments, key donors, and a wide spectrum of civil society actors. Key milestones during the development process included: finalization of the Common Country Assessment (CCA), multi-stakeholder consultations in all provinces and regions of Pakistan, completion of One Programme reviews, a National Prioritization Workshop, and a Strategic Prioritization Retreat (SPR) held with key national and provincial government partners to agree on priority areas and key outcomes. Provincial and regional consultations formed the bedrock upon which the UN prioritization process was developed. This broad consultation ensured that there was provincial ownership and validation of OPII, which is especially important in light of the 18th Amendment. Lessons learned from the first phase of the One Programme (OP I) and the UN’s comparative advantage have featured strongly in the development of OP II.
On the basis of extensive consultations, the Government of Pakistan and the United Nations Country Team (UNCT) identified the following 6 key Strategic Priority Areas (SPAs) with 20 outcomes around which the UN system in Pakistan is currently developing its operational plan/ results framework for the period 2013-17. The SPAs reflect priorities identified through national and provincial consultations and a review of key national frameworks and strategies. They include:
1.Vulnerable and marginalized populations have equitable access and use of quality services
2.Inclusive economic growth through the development of sustainable livelihoods
3.Increased national resilience to disasters, crises and external shocks
4.Strengthened governance and social cohesion
5.Gender equality and social justice
6.Food and nutrition security for the most vulnerable groups
UN Resident Coordinator Office (RCO) is mandated to support the RC and UN Country Team to ensure effective coordination and liaison for effective delivery of results of OP II undertaken by the respective UN agencies. An experienced Information Management Analyst is required to develop a framework for interagency information management for M&E purposes, maintain all technical aspects of the OneView Portal, including architectural improvements, accessibility, system security and preparation of the system to meet OP II specifications, and support implementation of other information management elements which will support Delivering as One (DaO) in Pakistan.
Functions / Key Results Expected
Under the overall supervision of the Head of RCO, the Information Management Analyst will provide professional, scientific, technical, and administrative support for specific and evolving information management needs of the OP II. Specific duties and responsibilities will include:
Database Development and Integration
1.Undertake analytical data review, develop and update analytical protocols, and analyze reporting formats generated by DaO information management system.
2.Undertake information management, information systems operations and maintenance, and development/ evaluation of databases for storing, retrieving, and archiving interagency data on the OP II (both financial and programmatic databases).
3.Develop and maintain a UN System working group to engage technical personnel of UN agencies and establish a team to improve systems integration among various UN agency systems, resulting in common business data sets integration.
One UN Portal: OneView
4.Provide overall administrative support for the OneView Portal including user management (setting up and maintaining user accounts, assigning rights and permissions), training users in content management, security (including daily backups and developing recovery plans), and suggest or devise enhancements.
5.As per UNCT and /or Government requirement, coordinate and update the Development Assistance Database (DAD) and propose a workable interface to integrate DAD and OneView through common protocols. 
6.Coordinate with agency focal points appointed by the UNCT and/or respective agencies to ensure that data integration, updating and reporting in OneView takes place regularly.
7.Through the OneView Portal, create space to facilitate information sharing and dissemination, particularly for aspects of DaO.
Monitoring and Evaluation (M&E)
8.Design, develop and implement an integrated web-based M&E system for OP II with results-based monitoring and the objectively verifiable indicators specified in the operational plan results matrices, including the cross cutting issues.
9.Develop and implement interface between the OP II M&E and Information Management system to generate periodic reports, snapshots and fact sheets on OP II implementation.
10.Integrate M&E System with the web-based dashboard mentioned above.
11.Undertake any other assignment cornering information management at the Resident Coordinator Office.
